The Dayton Accords:

The West created the Dayton Peace Accords to resolve the conflict and as a response to the tragedies of Srebrenica. The Accords are a set of appendices attached to a general framework of common goals for Serbians, Bosnians, and other groups in the Balkans to resolve their conflicts. In the appendices, the West drew up a compromise for Yugoslavia to be split into different nations/provinces, to separate the different ethnicities, and prevent future political conflict. The accords provided for an immediate cease-fire, troop withdrawal timetables, reparations for those hurt or affected by the conflict, and an international tribunal for those who committed crimes against humanity. The accords were signed on November 20, 1995.  The Accords provided a short-term compromise rather than a permanent solution, as demonstrated in the late 1990s.

General Framework Agreement

  • Bosnia and Herzegovina, Croatia and the Federal Republic of Yugoslavia agree to fully respect the sovereign equality of one another and to settle disputes by peaceful means.
  • The FRY and Bosnia and Herzegovina recognize each other, and agree to discuss further aspects of their mutual recognition.
  • The parties agree to fully respect and promote fulfillment of the commitments made in the various Annexes, and they obligate themselves to respect human rights and the rights of refugees and displaced persons.
  • The parties agree to cooperate fully with all entities, including those authorized by the United Nations Security Council, in implementing the peace settlement and investigating and prosecuting war crimes and other violations of international humanitarian law.
